He said this while visiting Ecole Primaire d’Application de Kimihurura (EPAK), a primary school located in Kimihurura, Gasabo District.

“The kind of education we want for our children is that which is in line with the vision in place for the development of our country we have to prioritise the language that will make them competent when they get on the labour market after completing school,” the President said while meeting the teaching staff of the school.

Officially the Rwandan decision is a result of joining the English-speaking East African Community.

But relations between Rwanda and France have been frosty following the 1994 genocide, when France was accused of supporting Hutu militias. Rwanda has applied to join the Commonwealth, the loose association of ex-British colonies and territories.

France has consistently denied any responsibility for the genocide, in which some 800,000 Tutsis and moderate Hutus were slaughtered in 100 days. In 2006, a French judge implicated Rwandan President Paul Kagame in the downing in 1994 of then-President Juvenal Habyarimana’s plane – an event widely seen as triggering the killings.

The majority of educators agree that there is a pressing need for dramatic changes in the way we deliver instruction to schoolchildren, particularly English learners. English learners face the daunting task of learning the academic curriculum and a new language concurrently. With their numbers rising across not only the U.S, and increased accountability requirements focusing on their performance, schools are under pressure to better serve these students.

In a study noted on the RedOrbit website, the researcher has identified twelve English Language Development (ELD) strategies appropriate for the teaching of elementary science to English learners. This study allowed for the application of the author’s research in 67 elementary classrooms, resulting in the identification and clarification of specific research-based ELD instructional strategies relevant for the teaching of elementary science to English learners.

Rwanda: French Speakers Make Good English Students

Never an organisation to be slow on the uptake, fourteen years after getting the first invitation the British Council has finally officially launched its activities in Rwanda, promising to focus mainly on leadership and school exchange programmes, with a heavy dose of English language teaching.
