Everyone that I knew who took it were planning on going abroad. It's true that a lot of them don't know where they'll be going in the next year or two, so a children's ELT course would be quite useful to them. In general though, I found it a very useful course to take. A lot of people also take it for the same reason people take any certificate course - job opportunities. In certain parts of the world, simply having the CELTA will open a lot of doors for you. I don’t think that most people taking the CELTA course intend to use it in Britain. Either the British Council have no idea what goes on in EFL schools in the UK (a strong possibility), or these teachers are heading abroad. Or both.
